本报告利用双创发展相关的具体指标对双创活动进行归纳与分析，以总报告中确定的双创指数评价体系作为主要依据，计算和剖析各城市各级指标的指数及双创指数。通过对具有重要影响的关键指标进行比较分析与相关分析，更加深入地理解全国“大众创业、万众创新”活动的总体形势和发展特征。通过对双创环境、双创资源和双创绩效间的关系进行相关性量化分析，更好地理解双创结构。
<<Using the specific indicators related to the development of dual-innovation to summarize and analyze the mass entrepreneurship and innovation activities，and basing on the double-invasion index evaluation system determined in the general report，this part calculates and analyzes the mass entrepreneurship and innovation index of each city at all levels. Through the comparative and correlation analysis of the key indicators of mass entrepreneurship and innovation，we can better understand the overall situation and development characteristics of the “mass entrepreneurship and innovation” activities in China. Through the quantitative analysis of the relationship among the environment，resources and performance，we can better understand the structure of mass entrepreneurship and innovation.
