The report systematically analyzes the national “mass entrepreneurship and innovation” activities by constructing the China Mass Entrepreneurship and Innovation Index. The Index Indicator System measures and compares the degree of innovation and entrepreneurship development in 100 major cities across the country from 9 secondary indicators and 30 three grade indicators in three dimensions：environmental support，resource capacity and performance value. Through collecting，processing and calculating and analyzing the relevant data of 100 cities in China，the comprehensive and sub-dimension evaluation of urban mass entrepreneurship and innovation development will be helpful to accurately understand the situation development of China’s mass entrepreneurship and innovation.
