Shaanxi province is not only a larger-scale economic and cultural province in the western region of China，but also an important province implementing “The Belt and Road” strategy. Based on the previous research framework and measurement data，this report makes an in-depth analysis of the comprehensive development level of public cultural services in Shaanxi province from 2014 to 2016. The results show that the public cultural services in Shaanxi province have strong regional competitiveness in the western region，but there is still a certain gap with the developed regions. The study suggests that Shaanxi province should strengthen institutional innovation and improve the efficiency of public cultural services. Meanwhile，the local government should grasp the historical development opportunity of the national “The Belt and Road” strategy，accelerate the integration of regional culture，science and technology and tourism，then create an innovative，relaxed and dynamic cultural development environment，enhance the city’s cultural competitiveness，and promote the all-round development of economy，culture and society.
