In order to understand the practical basis and problems of public cultural services，we need position the goals and the shortcomings of public cultural services accurately，which can help us avoid the mismatch between supply and demand of public cultural services caused by the “formatted” development model. This report tries to introduce the concept of “the indicator of external support level of public cultural services” to measure the comprehensive influence of external factors to the development of public cultural services. The indicator is composed of four secondary indicators，i.e. environmental support，resource support，innovation support and industrial support. This report will evaluate the external support level of public cultural services from horizontal and longitudinal comparison with province-level data from 2014-2016，and finally put forward suitable countermeasures and suggestions.
