The building economy has gradually become an important part of China’s urban economic system. The development of the building economy in Greater Xi’an is still in its infancy，so need to accelerate development. This paper describes the theory of building economic development，analyzes the typical models of building economic development at home and abroad and summarizes the experience. Based on a survey of the current situation of building economic development in Xi’an，analyzes the existing problems，and put forward the development thinking of Greater Xi’an building economy and the evaluation index system of building economy，which provides a preliminary exploration for the quantification of building economic development level. Finally，from the four aspects of industrial policy，fiscal policy，financial policy and organizational safeguard measures，the countermeasures and suggestions for the building economy development of Greater Xi’an are put forward.
