Since 2018，Jiayuguan City’s non-public economic development scale has been expanding，the speed of development has accelerated significantly，showing a good development trend，and gradually become the main force of economic growth in the city. However，due to the slow development of regional economy，shortage of resources，talent retention，financing difficulties and other factors，it is still in the primary stage of development，compared with other areas in the west and the southeast coastal developed areas. In the face of difficulties in the development of the non-public sector of the economy，Jiayuguan City has responded positively and taken various measures to support the development of the non-public sector of the economy.
