从1972年的斯德哥尔摩联合国人类环境会议开始,非政府组织开始登上环境治理的历史舞台,并逐渐发挥越来越重要的作用。2009年联合国哥本哈根气候大会为中国国内非政府组织提供了一次学习机会,从2009年到2015年达成《巴黎协定》,国内非政府组织积极学习开展联合行动,积累行动经验和研究经验。中国政府在气候领域拿出了先行先试的精神,加上国际非政府组织的示范和经验分享,气候领域的非政府组织,特别是中国本土的非政府组织得到较快成长。经过10年实践积累,中国气候变化领域的非政府组织已经在专业性、国际化和创新性上有了明显进步,本土人才正进入国际民间社会组织的核心团队。现阶段需要反思的是,在全球气候治理已经成为国际社会共识后,对于以推进气候治理事业和促进公众监督为要务的非政府组织来说,它们的社会价值如何能够更好地体现。
<<With the United Nation’s Conference on the Human Environment in Stockholm in 1972,non-governmental organizations began to enter the historical stage of environmental governance and gradually play an increasingly important role. The United Nations Climate Conference in Copenhagen in 2009 provided a learning opportunity for China in domestic non-governmental organizations. From 2009 to 2015,the Paris Agreement was reached. Domestic non-governmental organizations actively learned to carry out joint operations and accumulated experience in action and research. Chinese government has shown a pioneering spirit in the field of climate,coupled with the demonstration and experience shared by international non-governmental organizations,non-governmental organizations in the field of climate,Chinese non-governmental organizations have developed rapidly. After 10 years of experience and accumulation,Chinese non-governmental organizations in the field of climate change have made significant progress in terms of professionalism,internationalization and innovation,and local talents are entering the core teams of international social organizations. What needs to be reflected on at the stage is how the social values of non-governmental organizations can be better proved when global climate governance has become the consensus of the international community,
