Giving full play to the role of social organizations in social governance is an important measure in the co-governance and sharing social governance structure in Shenzhen. On the one hand，it is to strengthen the leadership of party construction and to realize social reorganization through trade associations，chambers of commerce，foundations，social work organizations，public welfare organizations and volunteers. On the other hand，social organizations have become useful in achieving social adjustment through the government’s transformation of functions，government’s transfer of functions，and the government’s purchase of services. This paper analyzes the advantages，opportunities and challenges of Shenzhen’s social organization development from multiple dimensions，and explores the paths and countermeasures of social governance in the “socialized，law-based，intelligent and specialized” mega-cities from the perspective of holistic governance.
