The situation of social organizations in realizing institutionalized development in the current policy includes：self-help social organizations get direct registration，compromise themselves on the regulation of name and activity scope to maintain its formal status，but they still confront obstacles to go through the temporary activities to obtain necessary funding. Policy-supported social organizations make the best use of all available resources，explore the frontline of the social services，while dealing with the lack of coordination and long term certainty of policy. Research-oriented social organizations also have to adapt the name and activity scope，maintain its space by providing services to governmental organs，and explore research and advocate strategies that can be recognized by the local governance policy which is centered with maintaining stability. To further enhance the social organizations’ vitality of participating in social governance innovation，the central government’s policy on encouraging development and balancing moderate supervision must be fully implemented. Moreover，it is crucial to empower the local civil affairs bureau and reform their evaluation system.
