China has paid much more efforts than ever to regulate the norm，to examine and punish bad behaviors and to check and ensure comprehensive supervision to social organizations since 2018. Supervision systems and social governance have become the tone of the current social organizational policy. Under the policy，the growth rate of our country’s social organization has declined obviously，and it began to transform from the high speed of pursuing quantitative growth to the high quality of pursuing quality and efficiency. On the one hand，the transformation of high-quality development is due to the continuous strict supervision and punishment forcing social organizations to follow the path of high-quality development. On the other hand，the supportive force from the government and the social organization system itself are getting stronger and stronger. These two forces have become a two-wheel drive for social organizations to embark on the path of high-quality development. Social organizations need not only to continuously improve their professionalism，but also need to deal with the dialectical relationship between development and supervision，while government providing with both more powerful support and strict management.
