安徽省围绕长三角区域人才集聚、产业创新转型,正逐步加大高端创新型人才引进力度,着力实施配套政策。在创新人才引进、领军人才培养和高端人才激励机制等方面都做出了诸多努力,以期实现人才、资本、技术的汇集和自由流动。在新一轮机遇形成之际,安徽省以“一带一路”建设和长江经济带建设为契机,加速推进对内对外开放工作,东西双向并举,目前已经在内陆开放新高地建设上迈出重大步伐。与此同时,也积聚了相当数量的创新人才,在“一带一路”和长江经济带重要节点中的地位日益凸显。近年来,安徽省坚持以创新转型升级为主线,致力于统筹创新产业转移示范区建设,以期推动产业迈向中高端水平。在人才培养方面,体制机制不断完善,尤其在创新平台载体建设等方面成效显著,积极学习借鉴沪苏浙先进经验,深化产业分工合作。本文主要分析安徽省相关统计数据,测度了人才集聚综合水平,并提出加强人才管理运行、促进区域人才流动和形成创新人才集聚效应的新举措。
<<Focusing on talent aggregation in the Yangtze River Delta and industrial innovation and transformation,Anhui is gradually intensifying the introduction of high-end innovative talent and updating of corresponding policy measures. Efforts have been made in aspects such as the introduction of innovative talents,nurturing of leading talents and incentive mechanisms for high-end talents in order to achieve the aggregation and free flow of talents,capital and technology. At a time when a new round of opportunities are in the making,Anhui takes advantage of Belt and Road Initiative and the Yangtze River Delta development,accelerates internal and external reform and opening-up,and focuses on both west and east,making significant strides in the development of inland plateau for opening-up. Meanwhile,it has amassed a considerable number of innovative talents,and become increasingly prominent as an important link in Belt and Road Initiative and Yangtze River Economic Belt. In recent years,Anhui has adhered to the guiding principle of innovative transformation and upgrading,and committed to the coordinated building of demonstration areas for innovative industrial transfers so as to attain upper-middle level among industries. In terms of talent policies,mechanisms and institutions are constantly improving with outstanding outcomes particularly in areas such as innovative platforms,and advanced experiences from Shanghai,Jiangsu and Zhejiang are being actively studied to intensify industrial division and collaboration. This report mainly analyzes relevant statistical data of Anhui,calculates comprehensive level of talent aggregation,and proposes new measures to improve talent management and operation,facilitate regional flow of talent and regional balancing of talent aggregation effects.
