2018年是深入学习党的十九大精神开局之年,安徽省以改革开放40周年为契机,积极践行五大发展理念,加快建设现代化美好安徽。过去一年内,安徽省政治、经济、文化、社会、生态文明建设等领域成绩斐然,主要包括:经济运行态势稳中有进,产业结构转型优化升级;行政机构改革全面实施,政府履职能力持续提升;内陆开放新高地前进步伐坚定,“一带一路”重要节点地位彰显;积极融入长三角一体化进程,后台支撑及桥梁作用充分发挥;“三重一创”培育创新强劲动能,人工智能构筑产业竞争新优势;文艺事业、产业齐头并进,群众精神文明状态日益向好;城乡协调发展势头强劲,区域性特色模式定位准确;民生工程品牌助力精准脱贫,基本公共服务建设精细化;“四送一服”双千工程帮扶扎实,民营企业发展跑出“安徽速度”;生态优先绿色战略成果显著,生态文明安徽样板粗具雏形。新时代下安徽高质量发展同样存在一定挑战:经济下行承受压力未减,质量效益有待提高;科技创新实力仍显薄弱,产学研成果产出相对不足;生态环境治理任重道远,责任落实与具体保护瑕疵偶现;企业经营成本居高不下,民间投资增长空间亟须扩大;脱贫攻坚任务依然艰巨,人均可支配收入整体偏低;对外开放体系尚未成熟,国际交流合作缺乏深度;不平衡不充分发展表现突出,社会建设福利共享存在差异。针对上述问题,试从打造现代化智慧经济体系、城乡融合与区域协调发展、稳步推动绿色生态改革、扶贫民生“两手抓”、争做长三角一体化创新省份“排头兵”、形塑内外联动全面开放新格局和弘扬德法共治等维度出发,以期为安徽现代化高质量发展建言献策。
<<In 2018,the first year to further study the spirit of the 19th Party Congress,Anhui has embraced the 40th anniversary of reform and opening-up,actively implemented the five major concepts development,and accelerated the building of modern and beautiful Anhui. In the past year,great achievements have been made in areas such as economy,politics,culture,society and ecological civility,which mainly include:steady development of economic operation,and industrial structural transformation,optimization and upgrading;comprehensive implementation of reforms in administrative organs,and constant boosting of executive capacity of government;steady stride towards the new plateau for inland opening-up,and prominent role as an important role in the Belt and Road Initiative;active involvement in the process of the Yangtze River Delta Integration,and full display of its backstage support and bridge functions;strong momentum in the nurture and innovation of Three Priorities and One Innovation,and new competitive edge brought by artificial intelligence;joint progress in cultural undertakings and industries,and increasingly positive state of people’s spiritual civilization;strong momentum in coordinated rural-urban development,and precision in its role as a regional model;poverty alleviation empowered by popular livelihood programs,and the increasingly diverse functions of basic public services;solid work in the Four Send’s and One Serve and Double Thousand projects,and Anhui Speed set by private enterprises;conspicuous achievements in ecology-first green strategies,and prototype of Anhui model for ecological civility. However,challenges still exist in the high-quality development of Anhui,mainly due to:persistent pressure from economic downturn,and undesirable quality and performance;weakness in sci-tech innovation capacities,and relative inadequacy in production,study and research outcomes;daunting tasks in environmental cleanup,and occasional deficiencies in accountability and protection;high cost for corporate operation,and lack of potential for private investment;challenging tasks in poverty alleviation,and overall low level of per capita disposable income;immature system of external opening-up,and lack of depth in international exchange and cooperation;and dilemmas of imbalanced and inadequate development,and differences in benefit sharing of social development. To address those problems,efforts should be made to build a smart system of modern economy,coordinate rural-urban integration and regional development,steadily promote green ecological reforms,emphasize both poverty alleviation and people’s livelihood,strive to become an innovative leader in the Yangtze River Delta Integration,establish a new pattern of internal and external comprehensive opening-up,and promote the co-governance of morality and law to ensure peace in Anhui,all discussed in the report as suggestions and recommendations for Anhui to achieve high-quality modern development.
