This report USES analytic hierarchy process（ahp）and index weighting method to evaluate and rank the social management level of 36 key cities in China，and analyzes the evaluation results. Index system including the level of investment and development，service and the livelihood of the people，fairness and guarantee level three plates，such as social fields，public investment，social services，the people’s livelihood，social justice，social security，and many other factors，compared with the previous year，this year has increased the citizen satisfaction index，a total of 14 specific indicators. The comprehensive evaluation results of social management in 36 key cities show that the social management and service level of cities have not been improved synchronously with the rapid economic development，and the improvement of economic efficiency and social benefits has not been achieved synchronously. In the face of “the good life is people’s increasing need insufficient and uneven development of the contradiction between”，need to constantly improve the system of social management and social governance ability modernization，encourage social field development and innovation，increasing investment，promote the balanced development of public service，continuously improve people’s livelihood service supply capacity and service level，improve the people’s feeling and happiness.
