City，as a region where human activities are significantly concentrated，is an open and complex giant system. Urban management，thus，has guaranteed its normal operation and improved the life quality of its citizens. This paper begins with a definition of modern urban management and the theory review，and analyzes the status quo and characteristics of China’s urban management which is gradually turning to refined，intelligent，and integrated governance. It also studies the evaluation of urban management level，city ranking and regional differences for China in 2017. Based on the above analysis，we propose four means and directions for urban management in the new era of China，which are intelligent and refined urban management pattern，differentiated regional development，institutional reform and innovation，and integrated governance.
