The construction of “three districts and one group” and its coordinated development is a strategic plan for Henan to promote the implementation of national strategy and strategic platform construction. The purpose is to take the “three districts and one group” as a vision-driven，make all the efforts to concentrate on the overall promotion，and lead the overall development through key breakthroughs. Over the past two years，the implementation of the “three districts and one group” strategy has gradually formed a reform-leading，open-driving，innovation-driving and consistent development joint force. However，it still faces such problems as low level of coordinated development，lack of prominent advantages of strategic superposition. In order to facilitate province’s high-quality economic development，it is necessary to draw on the successful experience at home and abroad，and explore a collaborative innovation mechanism in line with Henan’s situation.
