A sound entrepreneurial service system is conducive to attracting migrant workers and other personnel to return to their hometowns and start business. This paper analyzes and summarizes the service system of returning migrant workers in Henan Province from eight aspects：entrepreneurial public service，entrepreneurial agent service，entrepreneurship training service，entrepreneurial government service，fiscal support，financial support，land support and demonstration drive. In addition，By some case studies，this paper analyzes the practical effects of entrepreneurial service system for Henan migrant workers and other personnel returning to the hometown to start business. Finally，some suggestions are put forward to optimize the service system of returning migrant workers and other personnel in Henan Province.
