At present，China’s economy has shifted from a high-speed growth stage to a high-quality development stage，which has put forward new and higher requirements for promoting mass entrepreneurship and innovation. As the essential guarantee and important support of innovation and development，intellectual property rights will play a more prominent role in economic and social development. This paper elaborates the importance of intellectual property strategy for innovation and entrepreneurship development in Henan Province，and analyses the methods，outcomes and remaining issues of improving management and service system of intellectual property rights in Henan Province. Finally，from intellectual property management，protection，production and application point of view，this paper puts forward four aspects of deepening the reform of intellectual property system and mechanism，improve intellectual property rights policies and regulations，vigorously cultivate high-value and high-quality core patents，and actively strengthen the management of intellectual property rights.
