Since the 18th CPC National Congress，the comprehensive deepening of judicial system reform has made breakthrough progress in the field of public legal service system construction. The 19th CPC National Congress has made a series of new deployment requirements for deepening the reform of judicial system and judicial administration. In recent years，the amount of academic research on the public Legal Service system has gradually increased，but the amount of research specifically aimed at the public Legal Service assessment system is rare. Therefore，on the basis of summing up the practice of the construction of Public Legal Service assessment system，the articles explores and cogitates the perfect path of public Legal Service assessment system covering urban and rural residents. The articles holds that there are still some obstacles to the construction of the Public Legal Service assessment system in the aspects of assessment concept，examination subject and object，examination object，assessment system mechanism and assessment of urban and rural equilibrium，and it should be sublimated into the concept of the construction of the assessment system in time，from “completing the task” to “inclusive to the People”，and from “City-oriented” to “Covering Urban and Rural Areas”. At the same time，it is suggested to strengthen the construction of public Legal Service organization leadership，deepen the construction of Public Legal Service Foundation platform，expand the construction of Public Legal Service project，explore and promote the evaluation mechanism of public legal service，as an important path to the construction of Public Legal Service assessment system covering urban and rural areas in China.
