Centering around how to deal with the relationship of man between man，and man between nature，the paper cinstruccs the Urban Coordination Development Model of the west cities of China. On the basis of this model，the paper evaluates the UCI of 84 cities in 9 provinces of Western China. The paper finds the UCI of western cities is quite different among cities. HDI is relatively high，and no cites belong to “low-level human development”；The UFI is low，and the deficiency of urban function construction is a common problem faced by western cities. How to continue to improve the efficiency of environmental utilization，and expand the environmental capacity is the key to improve the EII of western cities. Based on UCI，the paper finds western cities fall into four categories：high development and high ecology；high development and low ecology；low development and high ecology；low development and low ecology. The paper suggests in order to further improve UCI of western cities，efforts should be made from five aspects：（1） expand inclusive education and promot higher vocational education；（2） strengthen investment in scientific and improve regional innovation capability；（3） integrate into national strategy and promote regional opening level；（4） share medical resources and improve the level of public service；（5）excavate advantaged resources and change the model of economic development.
