In the economically underdeveloped multi-ethnic mixed living areas，there are many differences in ethnic languages，lifestyles，modes of production，and beliefs. Social governance faces many challenges such as large differences in ideas，prominent conflicts of interest，difficulties in communication and coordination，and low investment in governance. Work needs to be based on a broader perspective and local realities. Beichuan Qiang Autonomous County Taolong Tibetan Township’s “1344” social governance model is a useful exploration.
