    四川省乡村教育事业发展报告

    摘要

    高速和高质量的城镇化是国家的大政方针,也是国家整体繁荣昌盛的方向。在城镇化背景下,如何保证乡村教育事业发展不呈断崖式下滑,是一个现实且急迫的问题。在2020年全国达到60%左右城市化率的大前提下,本文从教育的角度探讨四川如何实现城市教育和乡村教育双优发展。四川2017~2018四川乡村教育整体良好,但挑战和机遇并存,问题与发展空间都较为突出。某些特色和亮点较为有价值性和成长性,如“四川省乡村学校振兴联盟”推动的“文轩教育‘太阳星公益行动’乡村教育圆梦计划活动”等。在分析一般问题的基础上,本文提出了:(1)调结构、强基干、探索乡村教育就近取材的实现模式;(2)拓宽优质教育资源流向乡村的渠道;(3)探索义务教育阶段经费由全省统筹的实现模式;(4)加快制定规范的课后服务落地方案,逐步缓解留守学生问题的负面效应等具体的建议。

    Abstract

    High-speed and high-quality urbanization is not only the major policy of the country,but also the direction of the overall prosperity of the country. Under the background of urbanization,how to ensure that the development of rural education does not fall off a cliff is a realistic and urgent problem. On the premise that the urbanization rate of the whole country will reach about 60% in 2020,this paper discusses how to realize the double-excellent development of urban education and rural education in Sichuan from the perspective of education. Sichuan’s rural education from 2017 to 2018 is generally good,but challenges and opportunities coexist. At the same time,problems and development space are more prominent. Some characteristics and highlights of rural education in Sichuan have better value and growth,such as the “Wenxuan Education’s Sun Star Public Welfare Action’s Rural Education Dream Activities Promoted by the”“Sichuan Rural School Revitalization Alliance” and so on. On the basis of the analysis,this paper puts forward(1)adjusting the structure,strengthening the backbone,and exploring the realizing mode of drawing materials close to rural education;(2)Widening channels for the flow of high-quality educational resources to the countryside;(3)Explore the realization mode of the compulsory education stage funds co-ordinated by the whole province;(4)Speed up the formulation of standardized after-school service landing programs,and gradually alleviate the negative effects of the problem of Left-behind Students and other specific suggestions.
