本文以排污许可制度改革为切入点，在梳理国家最新政策法规要求的基础上，明晰排污许可制度的定位和作用，并尝试厘清排污许可制度与其他重要环境管理制度的关系与衔接，从而构建出基于对国家顶层设计解读的固定污染源环境管理政策体系，供环境管理与决策者参考。
