The management of Baoxing River，which is the core area of the giant panda national park pilot project，needs to solve multiple management problems such as multi-department，multi-level and block segmentation for realizing the integrated protection of the basin and the regional coordinated development. Based on the full investigation of the present situation of the river basin’s social-economy and management，this paper discusses the implementation of the integrated management mode in the Baoxing River basin in the pilot construction of national parks by referring to the European Union’s water framework directive. In this model，the basin integrated management committee is used as the overall management and coordination organization. It need to adjust the basin management unit and promote local legislation. Meanwhile many mechanisms，such as multi-party coordination，technical and financial input，training of integrated management method system，etc.，shoule be established. Finally it is going to form a situation in which all interested parties participate in the basin management.
