The adoption of the first National Human Rights Action Plan of China was a historical breakthrough in the country. While human rights white papers were mainly of summarizing and declarative nature,the action plan focuses on concrete actions. It was a new step in the development of human rights cause in China; the drafting process of the document was characterized by participation by various government departments as well as by the society as a whole; the action plan attaches great importance to the fulfilment of international human rights obligations undertaken by the Chinese Government,upholds various principles and standards of human rights,and stresses implementation and supervision. It has enabled China to gain useful experience and laid a foundation for the making of National Human Rights Action Plan of China in the future.
