调解是重要的社会矛盾纠纷解决机制，北京市通过构建大调解体系，发挥调解在化解社会矛盾纠纷中的“第一道防线”作用，取得了良好成效。新时期的调解工作也面临一些新的挑战和问题。调解具有其他纠纷解决机制不可替代的优势，应主动适应首都社会矛盾纠纷新形势和人民群众新需求，从观念认识、机制制度、基础保障等方面不断深化调解工作。
