The issue of semi-urbanization of peasants in rural-urban fringe zone is a result of not well-coordinating the relationship between urbanization and peasants whose farmland expropriated.With the peasants’ identities turning into urban citizens，the livelihood，occupation，and welfare of peasants can not become integration of urban and rural areas.The solution to it lies in defining ownership of farmland，boosting employment and improving welfare system.On basis of it the paper advances not struggling for profit from peasants and creative solving the treatment of citizens to settle the issue of semi-urbanization and bring about integration of urban and rural areas.
