As societies from the industrial society convert the post-industrial，it has evolved from the center of traditional production （manufacturing） society converting the center of consumer （consumer services） society.As a result，in industrial society the characteristics with large-scale industrial production of pollution environment will be ended at the post-industrial society，environmental pollution and ecological crisis brought by consumption will be converted from the old “marginal role” to “the protagonist of the times”.The environmental pollution will show a pattern of “one down a liter”，with declining in industrial pollution and increasing consumption pollution.So the post-industrial society pattern of environmental governance should realize the “3” changes in order to achieve the sustainable development strategy of “building a resource-saving and environment-friendly society”.
