In 2018，the rate of blanket insurance has a steady rise among travel agencies nationwide. 29 provinces including the autonomous region and municipality，have established a provincial mechanism of collective work. The contents of service for insurance economy have got rich constantly. The reports of demonstration projects achieve 10324 cases and the closing rate of that achieves 72.12%. And at the same time，the guarantee system of tourism insurance has been promoted，on the basis of tourism liability insurance. This paper points that the system of tourism liability insurance should be expanded and optimized in the aspects of covering range，service quality，insurance coverage，global rescue service，cross-border service，etc.
