In 2018，the number of administrative litigation supervision cases in Shanghai，which were represented by the Shanghai Tripartite Court continued to rise，with a wide range of types，prominent contradictions and difficulty in resolving interest litigation. Most of the administrative supervision cases had low litigation capacity and high requirements for procedural justice，and the enforcement standards of administrative organs were not uniform，procedural awareness was not strong，and response was appropriate. The problems of improper parties were relatively prominent，and the procedural rights of the parties were not guaranteed in the administrative trial. The Tripartite Court has taken a lot of measures to strengthen supervision and promote substantive settlement of cases.
