The construction of the rule of law in Shanghai had made new progress in four aspects in 2018，which was in the National People’s Congress work，the government ruled by law，the judicial system comprehensive supplementary reform and administered the Party by laws and regulations. The National People’s Congress work is advancing steadily with the times，guided by the value of legislation，built up a development system structure，emphasized the effectiveness of legislative supervision，realized the “Full Chain” supervision，innovated the representative performance approach，strengthened the guarantee of representative performance and the self construction of the Standing Committee，firmly established system self-confidence，innovated in waste classification legislation，social governance mode，service development reform and promoted the overall situation of the Yangtze River Delta. Breakthroughs had been made in regional legislative cooperation，protection of architectural historic features，and promotion of cultural self-confidence. Strictly administered the Party in accordance with the rules and regulations，built an efficient supervision system，expanded the scope and depth of supervision，consolidated the inspection work，maintained the high pressure situation of punishing corruption，and promoted anti-corruption supervision education as a whole had been made remarkable achievements in promoting the pilot work of the reform of the national supervision system and increased the construction of inner-party laws and regulations with high quality. The government under the rule of law had stepped into a new journey and actively played an important and meaningful role in promoting economic development，guiding the livelihood construction of people and ensuring major strategic decisions. It also had successfully completed major projects such as electronic government and intelligent public security. The judicial system comprehensive supplementary reform has pushed forward in an all-round way，with the courts focusing on strict and impartial administration of justice，guaranteeing judicial functions，strengthening judicial enforcement and deepening strict administration of the courts. The procuratorates served the overall development situation，supported the reform of the procuratorial system，strengthened legal supervision and built up a strong procuratorial team. In 2019，the construction of the rule of law in Shanghai has a long way to go ahead. It will continue to set the highest standard of the rule of law in the international standard. Meanwhile，it also will regard the rule of law as the core competitiveness of the city，further enhance the business environment，ensure the promotion of the construction of Shanghai’s “Five centers” and promote the “Four brands”. This thesis prospected the grand blueprint of the rule of law construction in 2019，which was on the basis of reviewing and summarizing the highlights of the rule of law construction in Shanghai in 2018.
