十九大报告提出,中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。如何实现消费结构升级和缩小城乡消费差距是解决我国社会主要矛盾的重要组成部分。十九大以来,我国城乡居民收入水平和生活水平有了显著的提高,居民消费占GDP的比重不断上升,城乡居民的消费结构明显改善。移动互联网消费、耐用品消费以及追求健康享受的消费潜力进一步释放。随之而来的是,产业结构和消费结构错配、区域经济失衡与经济发展不充分带来的对消费结构升级的制约越来越明显。在新时代新矛盾背景下,我们需要从以下四个方面促进我国消费结构不断升级:实施消费成长战略政策,提高居民消费水平;协调发展城乡消费市场,改善区域消费结构;建设国际消费中心,构建开放市场环境;创新发展新兴产业,提倡新兴消费。
<<The report of the 19th National Congress of the Communist Party of China pointed out that socialism with Chinese characteristics has entered a new era,and the main contradictions in our society have been transformed into contradictions between the people’s growing needs for a better life and the development of inadequate and unbalanced development. How to achieve the upgrading of consumption structure and reduce the gap between urban and rural consumption is an important part of solving the main contradictions in our society. Since the 19th National Congress,the income level and living standard of urban and rural residents in China have been significantly improved. The proportion of household consumption to GDP will continue to rise,and the consumption structure of urban and rural residents will be significantly improved. The mobile Internet consumption,durable goods consumption and the consumption potential of pursuing healthy enjoyment are further released. Along with this,the constraints on industrial structure and consumption structure mismatch,regional economic imbalances and inadequate economic development are increasingly constraining the upgrading of consumption structure. Under the background of new era and new contradictions,we need to promote the continuous upgrading of China’s consumption structure from the following four aspects:implementing the consumption growth strategy and policies,improving the consumption level of residents;coordinating the development of urban and rural consumer markets,improving the regional consumption structure;building an international consumption center and building an open Market environment;innovation and development of emerging industries,promoting emerging consumption.
