Promoting the quality of public services in county towns is the basic responsibility of the government，and also the key to ensuring and improving people’s livelihood，building a well-off society in an all-round way and meeting people’s new expectations for a better life. After more than 40 years of reform and opening up，the county towns in Henan have basically formed a public service system. However，after meeting the basic needs of the people，there are still practical problems such as single supplier，insufficient total quantity，low quality and unbalanced allocation. Under the background that socialism with Chinese characteristics has entered a new era，we should aim at meeting the needs of the people，adhere to the main line of structural reform on the supply side，constantly innovate the mode of supply and improve the quality of service.
