Infrastructure is an important basis for the normal operation and healthy development of cities，and it is related to the vital interests of the urban people. This paper analyses the main problems existing in the construction of county-level infrastructure in Henan Province，and puts forward transportation upgrading project，municipal upgrading project，energy upgrading project，environmental protection upgrading project，information upgrading project and public facilities upgrading project. It also puts forward some countermeasures and suggestions，such as strengthening organizational leadership，innovating management concepts，upgrading management level，improving land evaluation methods，using land policy，exploring new financing mode for infrastructure construction，and strengthening supervision and assessment.
