Generally speaking，agriculture plays an important role in the industrial development of county-level cities in Henan Province，and the industry develops in a clustered way. The non-public economy develops rapidly. But at the same time，the weakness of the industry is obvious，which urgently needs to be transformed and developed.

At present，Henan county-level cities are facing many difficulties in the industrial transformation and development. Among them，the most prominent problems are path-dependence of industrial development，financing difficulties and high risks，insufficient elements of scientific and technological innovation，and obstacles in institutional mechanisms. To speed up the industrial transformation and development of Henan county-level cities，we can start with breaking the dependence of industrial development path，speeding up the integration of production and city，improving the ability of independent innovation，and optimizing the business environment of the county.
