Optimizing the business environment has become an important breakthrough for urban modern economic system and comprehensive competitiveness. In recent years，various cities in Henan have accelerated their transformation and development，so that they have promoted continuous optimization of the business environment and achieved certain results. However，in the process of optimizing the business environment，these cities still face problems such as incomplete administration of decentralization，low level of government service，low policy efficiency，heavy burden of operating costs，unsatisfactory urban environment，and lack of social atmosphere. In the future，these cities must promote reforms in the areas of “Simple administration” innovation，opening key barriers，optimizing system supply，conducting evaluations，accelerating urban construction，and fostering business culture，thereby promoting continuous optimization of the business environment.
