The quality of city civilization is the foundation of city spirit. Citizen’s civilized quality is the core factor influencing urban civilization. Therefore，the improvement of citizen’s quality is the key to cultivate the spirit of city and enhance the competitiveness of urban location. With the Henan Provincial Committee and the provincial government in promoting the construction of hundred cities in the province，the state of spiritual civilization，urban appearance and service level of the major cities have significantly improved. However，from the perspective of the whole province，there are still some restrictive factors affecting the improvement of the quality of urban civilization in Henan Province，such as the low awareness of public civilization，the need to improve the level of urban management，unbalanced regional development and so on. For this reason，while Henan Province is carrying out the project of improving the quality of the construction of hundred cities，it is necessary to vigorously carry forward excellent traditional culture，promote the improvement of citizens’ quality，renew management concepts，strengthen urban fine management，increase investment，and promote the balanced development of the province’s founding work，so as to fully promote the city’s urban civilization quality to further enhance.
