通过建立基于五类高精尖产业面板数据的随机前沿分析模型并利用Stata软件进行估计,结果表明北京市高精尖产业发展整体上缺乏规模经济性且技术效率相对低下,资本投入仍然是对产出贡献最大的投入要素。加快构建北京高精尖产业结构,需要采取进一步促进北京十六区高精尖产业差异化发展、大力推动高精尖产业“10+3”政策落地生根、探索基于产业链解析的高精尖产业指导政策、推动疏解腾退空间向高精尖产业方向转型利用、着力破解制约高精尖产业发展的体制机制障碍、从京津冀大尺度空间合理布局高精尖产业等发展战略。
<<By establishing a stochastic frontier analysis model based on five types of advanced and sophisticated high-tech industrial panel data and using Stata software for estimation,the results that the overall development of advanced and sophisticated high-tech lacks economies of scale and technical efficiency is relatively low,and capital investment is still the most important input factor for output in Beijing. Accelerating the construction of Beijing’s advanced and sophisticated high-tech industrial structure requires further promotion of the differentiated development in Beijing’s 16 districts,vigorously promoting the 10+3 policy and exploring advanced and sophisticated high-tech industry guidance policies based on industry chain analysis. Promote the transformation and utilization of the space for retreat to development the advanced and sophisticated high-tech industry,focus on solving the institutional obstacles,and rationally deploy from the Beijing-Tianjin-Hebei scale space.
