在土地资源高度紧缺、生态环境难以为继的背景下,优化存量土地、转变发展方式已成为倒逼促进产业转型升级的主要动力之一。本文首先梳理了长三角城市群26个城市存量土地再开发历程与进展,将其划分为土地再开发起步阶段(1997~2006年)、土地再开发探索阶段(2007~2012年)和土地再开发提质阶段(2013年至今)三个阶段。然后运用熵值法和功效函数法对其现阶段土地利用集约度进行评价,划分为土地利用高集约度城市、土地利用中集约度城市和土地利用低集约度城市三类,发现长三角城市群土地利用水平存在较大的空间差异,呈现出“中心—外围”结构,且各城市土地利用结构不尽合理。最后,在借鉴和比较深圳和南海的存量土地再开发模式经验基础上,针对上述三种不同土地利用集约度类型的城市提出产业转型升级路径与策略:推动长三角城市群规划一体化发展,构建土地存量优化和产业转型升级相互促进机制;土地利用高集约度城市需重视土地生态环境建设,培育和发展战略性新兴产业;土地利用中集约度城市应优化土地供给,积极引进高附加值产业;土地利用低集约度城市实施差异化的用地政策,加快经济新旧动能转化。
<<Under the background of significant lack of land resources and unsustainable ecological environment,optimizing the land stock and changing the development mode have become one of the main impetuses to promote industrial transformation and upgrading. Firstly,this paper reviews the process of land redevelopment in 26 cities of urban agglomeration in Yangtze River Delta,and divides it into three stages:the initial stage(1997-2006),the exploratory stage(2007-2012)and the upgrading stage(2013-present). Then the land use intensity of urban agglomeration in Yangtze River Delta is evaluated by using the entropy model and efficacy function. It is divided into three types:high-intensive-land-use city,intensive-land-use city and low-intensive-land-use city. It is found that the land use of urban agglomeration in Yangtze River Delta has a large spatial difference,showing a “center-periphery” structure,and the land use structure of each city is not completely reasonable. Finally,on the basis of learning from and comparing the experience of land redevelopment in Shenzhen and Nanhai,the paper puts forward the path and strategy of industrial transformation and upgrading for the cities with different land use intensity:promoting the integrated development of urban agglomeration planning in the Yangtze River Delta,constructing the mutual promotion mechanism of land stock optimization and industrial transformation and upgrading;high-intensive-land-use cities paying attention to the construction of land ecological environment and cultivation and development of strategic emerging industries;intensive-land-use cities optimizing land supply and actively introducing high value-added industries;low-intensive-land-use cities implementing differentiated land use policies to accelerate the transformation of economic momentum.
