The Outline of Beijing-Tianjin-Hebei Cooperative Development Planning defines the functional orientation of Hebei Province as “an important base of modern commercial and trade logistics in China，a pilot area of industrial transformation and upgrading，a demonstration area of new urbanization and urban-rural co-ordination，and an eco-environmental support area of Beijing-Tianjin-Hebei”（three districts and one base），which is the first time for the state to define the functional orientation of Hebei Province. This paper comprehensively evaluates the implementation of the functional positioning plan of “three districts and one base” in Hebei Province，objectively analyses the main problems existing in the implementation of the plan，and studies and puts forward suggestions for further implementation.
