As a great innovation of the social governance system since the 18th National Congress of the Communist Party of China，psychosocial services helps to resolve contradictions and disputes，prevent social conflicts，and avoid the risk of crimes committed by passionate and partial emotions. The main purpose is to cultivate people’s self-esteem，self-confidence，rational peace and positive social mentality. In this paper，interviews，questionnaires and other methods are used to investigate the construction of grass-roots psychological service system. The results show that improving the social psychological service system not only requires the government to attach great importance to and give policy support，but also requires the participation of multiple social subjects，innovation of service mechanism，and diversification of public service providers，so as to provide services to the people more fully and fairly.
