    代次视角下河南省农民工的就业问题分析(2014~2017)

    摘要

    农民工的就业问题是农民工处于弱势地位的核心问题,同时也是关系到新型城镇化这一战略能否实现的核心问题。本文利用西安交通大学“新型城镇化与可持续发展课题组”与河南农业大学文法学院社会学系联合开展的“全国百村外出务工人员调查-河南省”数据,基于代次的视角将农民工划分为三代,分别分析了河南省农民工的就业问题及其代次差异。分析发现,经济因素是促使农民工就业的主要原因,随着代次更替,农民工的生存型经济动因减弱,个人发展型的非经济动因增强;农民工的就业渠道非正规化倾向较浓,社会网络占据着主导地位,但第二、三代农民工对其依赖的程度有所减弱;就业存在明显的职业分割,多数农民工被隔离在非(低端)技术性和低端服务行业,随着代次的更迭,农民工已逐渐摆脱产业工人的标签走向职业类型多元化;多数农民工具有回流意愿,年龄越大越容易做出回流的决策;农民工的总体收入水平较低,第二代农民工在收入方面具有相对优势;劳动合同的签订情况不理想,第一代农民工的签订率最低;农民工普遍具有较高的工作强度,第一代农民工甚至有过半数达到7天全勤;农民工工资拖欠或克扣严重,这一问题在第一代农民工身上尤为突出;农民工的社会保险覆盖率处于低水平状态,第二代农民工在除城镇居民医保及商业医保外的其他社会保险中具有相对优势。

    Abstract

    The employment of migrant workers is not only the core problem in the weak position of migrant workers,but also the core problem related to the realization of the new urbanization strategy. This paper makes use of the data of “National Survey of migrant Workers in 100 villages-Henan Province”,carried out jointly by Xi’an Jiaotong University “New urbanization and Sustainable Development Task Force” and the Sociology Department of the Grammar College of Henan Agricultural University,Henan Province,China. Based on the perspective of generation,migrant workers are divided into three generations,and the employment problems of migrant workers in Henan Province and their generational differences are analyzed respectively. It is found that economic factors are the main reasons to promote the employment of migrant workers. With the succession of generations,the survival economic motivation of migrant workers decreases. Weak,individual development type of non-economic motivation to strengthen,migrant workers have a strong tendency of irregular employment channels,social networks play a leading role,but the second,the third generation of migrant workers to their degree of dependence has weakened;There is obvious occupational segmentation in employment,most migrant workers are isolated in non-(low-end)technical and low-end service industries,with the change of generations,migrant workers have gradually got rid of the label of industrial workers to diversify into occupational types;Most migrant workers have the desire to return,the older they are,the easier to make the decision of return;the lower the overall income level of migrant workers,the second generation migrant workers have a comparative advantage in income;the signing of labor contracts The signing rate of the first generation of migrant workers is the lowest,the migrant workers generally have higher working intensity,and more than half of the first generation of migrant workers have even reached the full time of seven days. Migrant workers pay arrears or deduction is serious,this problem is particularly prominent in the first generation of migrant workers;The social insurance coverage of migrant workers is in a low level and the second generation of migrant workers have a comparative advantage in other social insurance except urban health insurance and commercial medical insurance.
