With the establishment of Ministry of Emergency Management and the popularity of the concept of comprehensive emergency response，the emergency capacity must be constructed more multifariously and perfectly，and it has been urgent to evaluate and cultivate the regional comprehensive emergency capacity. Firstly，the connotation of comprehensive emergency response capability is defined. Secondly，the basic data of emergencies in Henan Province in 2018 is understood entirely. Thirdly，according to the comprehensive emergency response capacity evaluation index system，the 2018 provincial cities in Henan are evaluated in terms of their comprehensive emergency response capacity by referring to socio-economic environmental variables. And the evaluation results show that the comprehensive emergency response ability is strong in Xinyang and Puyang，but weak in Kaifeng and Nanyang.
