General Secretary Xi Jinping pointed out that “scientific and technological innovation and scientific popularization are the two wings for realizing innovation and development，and it is necessary to place scientific popularization at the same level as technological innovation” at the 2016 National Science and Technology Innovation Conference. This report focuses on the popularization of scientific knowledge and focuses on the “four subjects”. From the popularization of science popularization venues to the multi-subjects，from popularization and teaching to refinement and targeted deepening，from knowledge professionalism to deepening participation experience，from the perspective of popular science as a purely public to the gradual cultivation of popular science and the ideas and strategies of Beijing science and technology innovation and development. Finally，the policy recommendations for strengthening the fine management of Beijing science base are given.
