Scientific and technological innovation and scientific popularization are the two wings to achieve innovation and development. With the continuous advancement of the national innovation-driven strategy，the demand for science has also changed. This paper analyzes the main problems of the current supply side of science from the aspects of total supply of science，the construction of popular science resources and the change of popular science demand. It focuses on the measures of system construction，communication mode and industrialization development in the process of Beijing science resources construction and innovative means，It carried out theoretical and practical research on advancing the practice of Beijing’s popular science supply-side structural reform.
