Urban competitiveness refers to the attractiveness，competition，and transformation of resources that cities have in fierce regional competition，occupy，control，and deploy markets，expand external influence，and enhance the comprehensive ability of internal cohesion. Based on the existing research，this paper chooses to evaluate the urban competitiveness of Jiangsu province by using the multi-index comprehensive evaluation method. On the basis of the evaluation，we put forward policy suggestions for improving the overall competitiveness of Jiangsu cities. First，we should optimize the industrial structure and promote the evolution of cost competition to capability competition. Second，we should simultaneously build a hard environment and a soft environment to improve the efficiency of urban operations. Third，we should promote collaborative innovation among government，industry，university and research institution，to build innovative and learning-oriented cities. Fourth，we should promote the construction of smart cities，and optimize the ability of cities to provide comprehensive services. Fifth，we should promote the transformation of urban competition from confrontation to cooperation，and form a win-win development pattern.
