With the implementation of national and provincial strategies such as Changji integration，Harbin-Changchun urban agglomeration，one main six double patterns of Jilin Province，new requirements have been put forward for Jilin City’s development strategy. By comparing Jilin City with Mianyang City and Yichang City，the report concludes that Jilin City’s integrated development mode should transit from dual-core development to integrated development，the leading industry development should transit from scale development to characteristic development，and the integration of urban agglomeration should transit from middile urban agglomeration to the development pattern of Harbin-Changchun urban agglomeratim. During the transition，the function of urban industry should be transformed from a new industrial base to an advanced manufacturing base，and the function of urban tourism should be transformed from a “tourist city with northern Chinese characteristics，a famous national historical and cultural city” to a “leisure tourism destination oriented to Northeast Asia”.
