With the advance of construction to meet the Asian Games and to build the “National Model City for construction of barrier-free facilities”，the barrier-free travel environment of Guangzhou City，as an important embodiment of urban civilization，is being further concerned in recent years，and has better development as well. However，despite the huge investment in barrier-free environment，many handicapped and elderly people still have little outdoor activities space. Therefore，it is of great significance to explore how to establish the guarantee mechanism about barrier-free facilities to improve its service efficiency. On the basis of reviewing the relevant laws and regulations，this paper analyzes the general situation and main problems of Guangzhou’s barrier-free facilities in recent years，suggesting that permanent mechanism of planning，constructing，maintaining，managing and supervising should be established，financing methods and operating mechanisms should be implemented，public participation should be advocated. Furthermore，to promote the security concept，to implement the design，to manage and maintain the facilities，to advocate universal participation in the “Sunshine Project”，to enhance the user’s training and so on，are the assurance of improving the efficiency of barrier-free facilities.
