After been planned and constructed for over 100 years，Qingdao has become one of the modern planning and construction pilot cities in Chinese history which is discovered by the sea and flourished because of the sea with over 800 kilometers coastline.From the two aspects of Qingdao's construction process and urban planning，this paper discusses the social background of the planning，and analyzes the planning concept，planning preparation，planning implementation，planning consciousness and planning limitations of the overall planning of Qingdao.The construction of modern cities needs to focus on urban planning and objectively analyze the advantages and characteristics of the city，on this basis，responds to the latest requirements of today's economic and social development.By recognizing the latest edition of the overall planning of Qingdao，Qingdao Laoshan biota and the main content of the planning and construction of the Qingdao sea coastal zone to summarize the construction of Qingdao urban development and planning.
