With the development and application of ITS technologies，the problem must be solved currently in major city that how to construct ITS to meet the needs of the urban economy and transportation development. Guangzhou ITS construction and implementation has achieved initial success，especially for the transportation management，transport control and information level which are in the lead in the whole country. Based on the comprehensive summary of Guangzhou existing ITS，this paper proposes development model and improvement programs of Guangzhou ITS，which will be an important reference to the ITS building in other cities.
