2000～2017年，全国21个省域文化投入总量年均增长超过15%，其中3个省域总量年均增长超过20%，青海、北京、西藏、海南、内蒙古处于总量增长及份额提升前5位；14个省域文化投入人均值年均增长超过15%，其中1个省域人均值年均增长超过20%，青海、西藏、内蒙古、湖南、陕西处于人均值增长前5位。各省域文化投入增长综合评价排行：无差距理想值横向测评，西藏、上海、北京、青海、内蒙古为“2017年度文化投入指数排名”前5位；自身基数值纵向测评，青海、西藏、内蒙古、湖南、海南为“2000～2017年文化投入指数提升”前5位；西藏、青海、海南、内蒙古、湖南为“2005～2017年文化投入指数提升”前5位；湖南、福建、上海、青海、河北为“2010～2017年文化投入指数提升”前5位；上海、内蒙古、广东、河北、天津为“2016～2017年文化投入指数提升”前5位。
<<From 2000 to 2017，the total culture investment increased with annual average of more than 15% in 21 provinces，in 3 of which by over 20%：Qinghai，Beijing，Tibet，Hainan and Inner Mongolia ranked top 5 in the total growth.The per capita value of culture investment increased with annual average of more than 15% in 14 provinces，in 1 of which by over 20%：Qinghai，Tibet，Inner Mongolia，Hunan and Shaanxi ranked top 5 in the per capita value growth.The rankings of the comprehensive evaluation of the culture investment growth across the provinces are as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Tibet，Shanghai，Beijing，Qinghai and Inner Mongolia ranked top five in the “2017 annual culture investment index leaders”：In the vertical evaluation of self-base value throughout the past years，Qinghai，Tibet，Inner Mongolia，Hunan and Hainan ranked top five in the “2000-2017 culture investment index runners-up”：Tibet，Qinghai，Hainan，Inner Mongolia and Hunan ranked top five in the “2005-2017 culture investment index runners-up”：Hunan，Fujian，Shanghai，Qinghai and Hebei ranked top five in the “2010-2017 culture investment index runners-up”：Shanghai，Inner Mongolia，Guangdong，Hebei and Tianjin ranked top five in the “2016-2017 culture investment index runners-up”.
